All Make variables are propagated to submakes if you use GNU make.
MAKEARGS was meant to get around this for other Makes, in the
way Martyn suggested, but if other makes won't pass assignments down
more than one level anyway, obviously it won't help.
I put CFLAGS (alone) in the top-level Makefile.
(in 6.1). I can't put all the variables in the top-level Makefile
because then sysV runs out of arg space.
